Hello!

In my recent pkgbase exploits, /tmp is getting set to `chmod 755`
rather than the usual `chmod 1777` immediately after a `pkg upgrade -r
FreeBSD-base`.

I kind of think this started sometime between r308172 and r308568, but
I'm afraid this isn't something I'd necessarily thought to check after
my pkgbase upgrades until it broke Chromium. Any idea what might be
causing this?
