To submitter:  Can you tell me what parts of FreeBSD you tried to install?
As I understand it, the CDs have been laid out in such a way that for a
base installi or one with just Xorg, no swapping is needed, and adding
either KDE or Gnome should only add a couple more swaps.  However,
you aren't the first person to report an experience counter to this.

Also, can you tell me if you were installing the i386 or the amd64 version
of FreeBSD?  I believe the distribution of the packages over the CDs is
slightly different, so this may well have something to do with it.
