You don't need to run DNS to run a FTP Service.  All you need to do is
make sure for instance that you have the following line uncommented in
/etc/inetd.conf

ftp     stream  tcp     nowait  root    /usr/libexec/ftpd       ftpd -l -l

(note the two -l's at the end for extra logging).  Then just make sure
that inetd is running and you'll have an FTP service.  :)

Try man ftpd for more information.

If you don't want to use the standard FTPd, then look at some of the
FTPd in the ports section or at NcFTPd (www.ncftpd.com).
