Two possible strategies to mitigate this:

1) Rate-limit PRs submitted via the web from the same IP address (say
one per 5 minutes).  This will force a spammer to keep shifting
proxies.

2) Probe for an open proxy on the submitting host before accepting the
PR (similar to what modern ircd servers do).
