I'd file a PR on this and close it, but I want to make sure that Mike
and I don't get into a checkin stalemate.

Put another way, why aren't more serious problems being solved?  Yes,
it is a minor change, but why make it to the kernel?  having halt and
halt -p map to the same thing on i386 seems reasonable to me.
