Synopsis: release Makefile still shows BASE = 4.4. Change to 4.5 for naming purposes

State-Changed-From-To: open->closed
State-Changed-By: bmah
State-Changed-When: Sun Apr 7 17:39:46 PDT 2002
State-Changed-Why:
This was fixed in rev 1.536.2.72 of src/release/Makefile, which
happened just after the release. We've documented that we need
to do this as a part of future releases, so hopefully we won't
forget again. Thanks for pointing this out!
