This is basically true.

FreeBSD development is not "guided" or "structured" in any meaningful 
way, and anyone that thinks it is has been watching too much late-night 
self-help television.

A better allegory would be a game of Frogger.  We go where there's 
something we can jump on, or because we're about to get run over by a 
truck.  You can't "plan" this; you just have to make the immediate 
decisions with an eye to their long-term implications.
