Netcat (in the ports, i.e. /usr/ports/net/netcat) certainly can - we use it
here to create relaying TCP connections (e.g. telnet to any of our boxes on
port 119 and it connects you to our main news server). You could just as
easily relay between port 23 and 8000...

The only problem is - once you relay port 23 onto port 8000 - you coulnd't
telnet to the box, so make sure you have ssh or move the 'real telnet' to a
different port ;-)
