A couple of ideas: Install ipfw. Null route the offending IPs as they make attempts or most simply: Install tcp_wrappers manually. That is the way it had to be done before the functionality was included by default. I know many people on here will tell you to just upgrade, but you wouldn't be asking the question if that was your preferred option, right?
