Apparently, you can get tin to get news from a CDROM news
archive. It's not a difficult newsreader to use, and it compiles for
things like OS/2 and AmigaDOS, as well as lots of Unix versions;
there's even a win32.c file in the source!

Perhaps you could put tin binaries for some of the more popular OS's
on the CD?
