Are you *really* sure that it is a compressed file?  I've had files
with the .tar.gz extension that were actually just plain vanilla tar
files...as well as .tar files that were actually tar.gz files - do a
'file your_file.tar.gz' to see what it thinks it is.

Other than that, it's also possible that the file was ftp'ed in ASCII
mode instead of binary mode, in which case you may as well rm -f it...
