You may want to actually include all your error messages instead
of describing them, since you may leave out something important.
As an aside, you can just type "make USA_RESIDENT=no USE_TCPWRAP=yes
build" without going through setting environment variables.

It only sets --use-rsaref=yes if you set USA_RESIDENT=yes.
