Here is a working example of what I used.

*default host=cvsup14.FreeBSD.org
*default release=cvs tag=RELENG_4_5
*default delete use-rel-suffix
*default prefix=/usr
*default base=/usr
*default compress


src-all
*default tag=.
ports-all
doc-all
