In /etc/uucp, you should have:-
  call
  config
  dial
  dialcode
  port
  sys

The default installation would have created the above files with a .sample
extension.

For dial-in support (ie receiving uucp calls), you'll also want a passwd
file in the same directory.

The FreeBSD uucp configuration uses the Taylor configuration file layout
rather than HDB.
