First, check to see if other things in /usr/local/etc/rc.d are being
run. If so, then the problem is probably the name/permissions stuff
that others have pointed out. If there's nothing else there - or none
of it is being run - check /etc/make.conf to see if you're changing
the local_startup setting. If you're not changing it, make sure that
/usr/local/etc/rc.d is in it in /etc/defaults/make.conf.
