i'd agree.  i'm contemplating an "archive" section which will allow mirrors
to specifcally exclude older releases.  the archive section would not be a
requirement for being a tier1/complete freebsd mirror.

there will probably be some methodlogy to allow for migrating releases from
the current area into the archive area via advance notice so that sites that
want to keep older releases around will have a place to stash them.
