There are many:

$ mpg123 -s foo.mp3 > foo.pcm

$ xaudio -output=raw:foo.pcm foo.mp3

$ amp -convert foo.mp3 foo.wav
$ sox foo.wav foo.cdr

If the mp3 is "chirpy" with mpg123 and xaudio, amp might work...
