That's probably a monitor/DPMS (supported by X) thing instead of a
motherboard/powersupply/disk(?)/APM thing.  (See the xset man page.)

Maybe APM does monitor/DPMS stuff too, I don't know, but APM is not
required for your monitor to be shut off.
