I believe this may be a bug in make. If not it affects many more programs than rmail (e.g., dig, nslookup, anything that uses a static library not installed into /usr/lib). Using the rmail example (the first to trip over this since it is in /bin), src/rmail/Makefile properly adds a libsm.a dependency (verified in .depend file) but make doesn't try to build it if it doesn't exist.
