The 'racoon' port under ports/security is going to be obsoleted, and is not recommended to use (we are now asking a port maintainer for obsoleting this port). So, please first try ipsec-tools (which includes its own version of racoon). If you still have a problem, I'd then recommend you to ask the ipsec-tools developer.
