1) Propose on -ports.
2) Get a lot of people to talk about their opinion.
3) Get a majority of said people to agree, including the PW.  Additional
   ports team member support would help too.  =)
4) Find a committer to set up the new category, and coordinate with PW
   to add the category to bsd.port.mk.
5) Move any and all existing ports to the category, as appropriate.
