dump has completed only once. Several other dumps have all gotten under way, target file is created and increases until the hang.  

CTRL-C gets back to shell,eg:

  DUMP: dumping (Pass IV) [regular files]
^C  DUMP: Interrupt received.
  DUMP: Do you want to abort dump?: ("yes" or "no") Killed by signal 2.
  DUMP: Broken pipe
  DUMP: The ENTIRE dump is aborted.

Hangs always in Pass IV

Plenty of google hits for "dump hang freebsd 7.1" but I can't find one with a solution.
