OK, so I'm prepared to be flamed, because I'm not sure if this is
stepping on toes...  It's not in the FAQ...

Why isn't the PAO stuff in the standard distribution tree for
FreeBSD?  In other words, why isn't it standard with the
FreeBSD distribution?
