I am using tor (client) to help w/ privacy while browsing. I
sporadically have to reboot it if it gets itself into a wad. When I do,
I get messages like the following:

Looks like client functionality is working.

($1B3B5A29A431B8FE131C952A2AE1C2A3DE9763D1) is failing to carry more
streams on its circuits than usual. Most likely this means the Tor
network is overloaded or your network connection is poor. Use counts are
64/94. Success counts are 180/239. 233 circuits completed, 38 were
unusable, 15 collapsed, and 40 timed out. For reference, your timeout
cutoff is 921 seconds.
It mentions that it doesn't see the latest OpenSSL. Any reason FreeBSD
9.3R isn't using that latest OpenSSL ? Not a huge issue, but puzzling.
