Who said anything about replacing tar with pax?  We need GNU tar
functionality in 'make release' that pax doesn't supply.

Is a pure syncing of NetBSD pax coming?  Our pax doesn't offer or
document any --gnu-long-opts.

So what is the point of this commit?  So that some ports don't have to
depend on libgnugetopt?  libgnugetopt is such a minor dependency and easy
to build that I don't buy that argument.  Moving gettext and libiconv
into libc+base system would satisfy a lot more ports.

Of the software in the base system that could use it, where is the tested
patch to make them use it?  Things like gcc, binutils, gdb, cpio, diff,
bc, sort, grep, dc, gzip, tar.  But don't forget that each of these
bundles its own copy -- taken from different points in time and slightly
different.  This is the same reason why we can't even share libiberty
across all its consumers.

This commit has put the horse before the cart.
