It seems to work fine as-is, but += might be better. The www
tree Makefile overrides some things in the doc tree Makefiles.
This allows the web page build to be customized---the addition of
the web site navigation bar on the top of the page for example.

When rebuilding the web server after the hard disk failure, I
changed things a bit. The FAQ/Handbook used to pick up stuff from
the Makefile.inc in the www tree, but I changed it so the
Makefile in the www tree explicitly passes the SGMLOPTS on the
"make" command line when the FAQ/Handbook are built. This allows
the FAQ/Handbook to live outside the www tree.

However, I forgot the -e EUC-JP when I made the change.
