FreeBSD has a central development team that controls what goes into the product and the quality of it. Linux is a very young clone of SYSV UNIX. It is not really an operating system, just a kernel. The libs and other components that make up an operating system come from many developers with out a central centrol mechanism to ensure the quality of the release. It just the kernel that is controlled by one person. It can be argued that there is not one Linux, because of what is included in the various distributions. Each distribution tunes their release to gain competitive edge over the others. While Linux seems to work properly, it remains a patchwork of pieces by a loose group of individuals. From a purist's point of view that is not how an operating system is done. If you need more technical details, you will have to get an answer from someone that can explain the code.
