autoconf-2.5x to autoconf-2.61 (leaving autoconf-2.13 for legacy reasons).

There are a couple of transient perl leftovers, two ports have
real leftovers (one as a result of this change, the other not, maintainers
have been contacted).

The three port failures are also present on a unmodified tree.
