I can reproduce this problem easily with the cs_CZ.ISO8859-2 locale.
I've just committed a fix for this in lib/libncurses/Makefile,v 1.68.

make(1) heavily depends on the correct date/time; if you have
your date/time set incorrectly (to the past), make(1) can be
confused by attempting to rebuild things at the times and using
the tools it is not supposed to.
