Take a look at EMUmail.  http://www.emumail.com/  This should
accomplish what you want to do.  I've set it up on a few different
occasions, and it works quite well.  There are also some others
available as well.. most are cgi-based.  The CGI-Resource archive at
http://www.cgi-resources.com/ has a section on web-based email
scripts.  Might be worth looking at as well.
