FTP install installs from a ``make release'', which invokes ``make
readmes'' at one point or another.  Almost all "normal" methods of
installing involve installing README.html files.

Lots of folks, included those who know about and don't want README.html
files.

For most people, these files take too long to generate and don't provide
that much useful information, especially since any information they need
can be found through ``make search key'' or at
http://www.FreeBSD.org/ports/.

If you want to provide a mechanism in ports/Makefile to let people
specify they want their README.html files updated when they use ``make
update'', feel free to submit patches.
