I wondered if there might be a problem with the apache port. When I
run the test that configure tries to run I get this:

/usr/ports/www/mod_php4/work/php-4.0.4pl1 # /usr/local/sbin/apxs -q CFLAGS
apxs:Error: 0 0 0exec_prefix)/sbin/httpd not found or not executable

which I don't believe is the right response.
