It's reasonable, but I believe it's also incorrect.  There has been a
restriction for a long time that, though you can run FreeBSD on a 4 MB
machine, you need a 5 MB machine to install it.  That restriction
still exists; the problem you're seeing isn't a restriction, it
appears to be a bug.
