Disable build-time checking for /dev/bpf0

Could you, please, put the attached file into the port's directory as
files/patch-configure.ac-bpf and try your in-jail build without devfs (and,
thus, /dev/bpf*).

If the build will be successful, will you be able to test the resulting por=
t in
the cases where BPF is used (by consumers of libdnet)?
