I'v found that this file is a bad idea.  In some (most?) of the few cases
that it is actually used, it adds a bogus UCB copyright and/or a bogus
FreeBSD copyright.  E.g., in login/login.c, the correct UCB copyright
string is `#if 0'ed and replaced by the FreeBSD+UCB copyright string in
<sys/copyright.h>.  Ths UCB copyright happens to be correct in this case,
but only because UCB stopped production in 1994.  The FreeBSD copyright
is not completely wrong in this case, but it isn't put in the source file.
The UCB copyright is completely wrong in all new files not produced by UCB.
