Run tcpdump on the tun0 inteface to see what kind of packets fly at it when
you run netscape, this will give you a clue about what's causing the
dial-out.  Also, you can check the ppp log (and increase the amount of what's
logged) to get some more clues.  It's probably name-service lookups, but it's
not certain.
