Far from an absolute. For many systems, a CD of the OS, A floppy with
customization scripts, and a CD of the user's data is all that is needed.

The 20GB tapes we use are approx 80-90$ US. A local retailer was selling
20GB 5400rpm drives for 99$. So even without the high cost of a tape
drive, the economies of HD backup are there.
