Then supply a 20MB (or so) ISO image with a bare bones kit (without
packages).

Floppies stink for Alpha install, the stench is increasing with the
kernel size (device support) growing. Each time something new is added
to the kernel lots of discussion/developer cycles are spent on squeezing
the kernel enough to make it fit on the floppy again.
