It might be even better than that.  For the i386, a minimal CD-ROM with
only the boot image and some documents is only about 3 MB.  All it's
designed to do is to get the machine booted to sysinstall in order
to do a network install.  See http://snapshots.jp.freebsd.org/ for more
details.
