I'd say this port is a set of plugins (or the like) for qlandkartegt. QlankarteGT runs fine without garmindev (it doesn't need to talk to your garmin, or you don't even have a supported garmin device - the qlandkartegt package as it is now works without garmindev, too); but the garmindev package is pretty much worthless without qlandkartegt. For the same reason (plugin, not "real" library), we don't need to call ldconfig. I tested the package with my eTrex and "everything works for me" (as far as the garmin protocol allows).
