So you don't reinvent the wheel, install the  Junkbuster http proxy server
port.  It allows you to filter out files by address and regular expressions.
See if it has some kind of database all ready populated, then all you have
to do is get a ip address deny list from some other package maybe for
windows and convert it to Junkbuster format.  Junkbuster or some other http
proxy server is the place to start. Do the research and post your results.
Mayby junkbuster has a development that you can join or suggest changes to.
