Thanks for the reply, I've been looking at those ftp proxy's already. I was
looking to see if I could find anyone with specific experience to the
configuration that I am looking at.

Specifically not a download cache, but an upload spool.

I haven't used something like this in quite awhile, and at the time it was
a tool called FXP for Windoze...  However...

Have you looked through the ports collection?  A few options there,
