Actually, I think you mean WIN Modems not PCI modems.
WIN modems rely on software (driver) that performs some
of the DSP functions.  If the modem box say requires 
Pentium II or higher or something along those lines
(and is cheap!) it is most likely a WIN Modem.

Feel free to jump in and correct me if I'm wrong.
