I am assuming you are talking about reverse resolving. As far as I can
tell, the IP's owner (your ISP) is responsible for queries to
t.z.y.x.in-addr.arpa (where x.y.z.t is your IP address). 

Send the output of "dig ${PUBLICIP} ptr" to find out.
