AFAIK, they should all be '::'.  This topic has come up more than once 
over the past few months.   It will be in the archives with my name 
attached to it...  

The problem will occur under certain conditions.  Having '::' avoids the 
problem.  Here's an an example:

[dan@lists:/usr/ports/print/ghostscript-afpl] $ make -V PORTVERSION
"Makefile", line 133: Inconsistent operator for pre-everything
make: fatal errors encountered -- cannot continue

I think it's a good idea to get this point added to the ports handbook.  
It's becoming an FAQ.
