The directions in UPDATING leave you running an OLD kernel after rebooting into single-user. (Installkernel puts the kernel in the new location, but the old boot loader is still on disk, so it loads the kernel from the old location.) If a new kernel is required at this point, then UPDATING is wrong or installkernel is wrong.
