What do you mean by "the latter isn't installed by default"?
It's right there in /usr/libexec/lukemftpd
I guess you mean not enabled by default.

$ grep ftpd_program /etc/defaults/rc.conf
ftpd_program="/usr/libexec/ftpd" # Path to ftpd, if you want a different one.

Also, entries exist in /etc/inetd.conf for lukemftpd...
That's why an example ftpd.conf comes in handy for anyone
who chooses to use lukemftpd, maybe one that resides in:
/usr/share/examples/lukemftpd/ftpd.conf
instead of NetBSD's:
/usr/share/examples/ftpd/ftpd.conf
