 Ok, how about WITHOUT_WLAN => WITHOUT_WLANDEBUG (do not build
 wlandebug) + WITHOUT_WPA (neither hostapd nor wpa_supplicant are
 built)? Are there any other userland WLAN things that may need
 disabling?
