I've always kept mine in /etc/cvsupfile, which I believe was originally
created when the cvsupit port was installed but I am not entirely sure. It
shouldn't matter since the file is normally specified on the command line
when cvs is run:

/usr/local/bin/cvsup -g -L 2 /etc/cvsupfile
