I would try using,

CONFIGURE_TARGET= --build=${MACHINE_ARCH}-portbld-freebsd${OSREL}

instead of,

CONFIGURE_ARGS=	--program-transform-name=""
CONFIGURE_TARGET=	--target=${MACHINE_ARCH}-unknown-freebsd${OSREL}
